Probably created by Jai Maharaj, a spam..., uh, proponent of his brand
of Jyotish/Vedic astrology, in some kind of attempt to further
validate astrology in the eyes of the general public. It rarely
carries any relevant traffic.

ftp.isc.org says it was created in 97, but the control message says
nothing about it otherwise.
